About Internal Audit Service Office
I. Introduction
The Internal Audit Services Office was established in 2023 to provide independent, objective assurance and consulting services designed to add value and improve the operations of Davao del Sur State College. It helps the agency accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control, and governance processes.
II. Vision
To be a trusted provider of internal audit services that promotes a culture of integrity, transparency, accountability, and continuous improvement through the consistent delivery of high-quality audit work.
III. Mission
We deliver risk-based, objective assurance and advisory services to promote the ethical, effective, and efficient use of public resources through strong risk management, control, and governance.
IV. Mandate / Legal Basis
The IASO was established pursuant to RA 3456 (Internal Auditing Act of 1962), as amended by RA No. 4177 dated 26 March 1965, mandated the creation, organization and operation of the IAS in all government agencies to help management achieve an efficient and effective fiscal administration and assist in the performance of agency affairs and functions.
V. Functions and Responsibilities
Pursuant to the Administrative Code of 1987, as amended, adopted by the Department of Budget and Management in its CL No. 2008-5, and reiterated in the National Guidelines of Internal Control Systems, the functions in the conduct of internal audit work are as follows:
- Conduct audits in accordance with the Internal Audit Charter.
- Acquire the skills in dealing with people and communicating audit findings and recommendations and related issues effectively;
- Regularly improve their technical competence through a program of professional development;
- Keep the confidentiality of information;
- Maintain internal audit records;
- Foster teamwork in performing the internal audit function;
- Provide advisory services to management;
- Evaluate internal controls and recommend improvements;
- Monitor the agency’s implementation of the Commission on Audit (COA) recommendations;
- Conduct pre-audit of transactions prior to the approval of the President for the completeness of documents and accuracy/validity of the amounts disbursed;
