About Legal Office
The Legal Office of Davao del Sur State College (DSSC) serves as the principal legal arm of the institution, entrusted with the critical responsibility of ensuring that all operations, transactions, and policies of the College are in strict accordance with applicable laws, rules, and regulations. It is an essential component of institutional governance, providing legal guidance and representation to uphold the integrity, legality, and soundness of the College's decisions and actions.
As the primary legal arm of the institution, the DSSC Legal Office discharges its mandate with utmost fidelity to the rule of law, institutional integrity, and the principles of good governance. In the performance of its advisory, regulatory, and representational functions, the Office ensures that the operations, actions, and issuances of the College are consistently in accordance with prevailing laws, administrative regulations, and internal policies. In doing so, it reinforces the legal and ethical foundations upon which the College fulfills its statutory mandate, mission and vision as a state institution of higher learning.

The Legal Office of Davao del Sur State College (DSSC), in the discharge of its continuing mandate to promote legal literacy and institutional compliance, successfully conducted two legal seminars in support of the College’s commitment to informed governance, ethical leadership, and responsible communication. The Legal Office spearheaded the conduct of the legal seminar entitled “Clicks, Chats & Courtrooms: Navigating Legal Communication & Social Media.” This timely and relevant discussion addressed the growing complexities of digital communication within and beyond the academic setting. The seminar centered on the intersection of law and modern communication platforms, highlighting key legal principles governing freedom of expression, data privacy, cyber libel, online harassment, and the responsible use of social media. Attended by deans and department heads the event emphasized the legal consequences of digital behavior and the importance of maintaining professionalism and decorum in virtual spaces. The Legal Office reiterates that while technology offers efficiency and immediacy, all online engagements must remain compliant with applicable laws and institutional codes of conduct. |
“Pagdumala: A Legal Seminar on Resolution-Making for Student Leaders” Subsequently, the Legal Office conducted another capacity-building initiative titled “Pagdumala: A Legal Seminar on Resolution-Making for Student Leaders,” held on July 25, 2025. In this session, Atty. Shandy C. Garcia, Legal Officer of DSSC, delivered a comprehensive lecture on the fundamentals of drafting resolutions, with a focus on proper form, legal effect, and procedural adherence. The seminar provided student leaders with essential knowledge on the formulation of policy instruments within the student government framework, fueling them with the legal tools necessary to craft resolutions that are not only persuasive but also legally sound and procedurally valid. Through this initiative, the Legal Office underscores its support for participatory governance and the development of legally informed student leadership within the College. |

In line with its mandate to uphold legal propriety and institutional integrity, the Legal Office of Davao del Sur State College (DSSC) performs a critical function in the review and scrutiny of all legal instruments involving the College, its academic and administrative units, and its external partners. The Legal Office ensures that all contracts, agreements, and related legal documents adhere to applicable laws, regulations, and internal policies, thereby safeguarding the legal interests of the institution. To facilitate efficiency and uniformity in legal documentation, the Legal Office has developed standard templates tailored for various stakeholders—namely, College Deans, faculty members, administrative personnel, and private institutions. These templates are designed to serve as initial frameworks for drafting instruments subject to further review and final approval by the Legal Office.
Stakeholders are encouraged to utilize these templates to expedite the preparation process and to ensure compliance with institutional standards. The templates may be downloaded through the links provided hereunder. All completed instruments, even when based off the standard templates, must still be submitted to the Legal Office for proper vetting and clearance prior to execution.
